The regional hydrological monitoring system is designed to facilitate the process of data and information generation and sharing needs of the countries at their own discretion in their various water management cooperation processes at basin-wide, and sub basin or cross-border level. However, the approach to data and information sharing accordingly remains voluntary and based on a subsidiarity approach. Any data and information sharing countries may decide to pursue, is to be done at their own discretion and based on their own decision which, if any, information sharing arrangement they want to make reference to.

NBI – in its role of a service provider to the countries - upon country request, provides technical support to respective countries and/or sub-regional entities to effectively make use of the regional hydro-meteorological monitoring system and implement any requested data and information sharing configuration. NBI through the system aims to support member countries to develop information products vital for management decisions and disaster risk reduction.

In addition, the use of relevant Earth Observation (EOs) and satellite data has been identified as one way of supplementing the existing monitoring system in the development of information products for planning and management decisions.

Some of the envisioned benefits include improved hydrological information for, river flow forecast, Strategic Water Resources Assessment and NB-DSS baseline updates, flood, and drought early warning information. NBI continue to support NBI countries through technical advisory, guidance and building national capacities system operation, maintenance, and troubleshooting. In addition to the generation and dissemination of various information products that address basin-wide and local issues and challenges, the prospected regional hydrology expert working group forms the platform of periodic (quarterly) reporting on the system status and encounters. Further technical assistance is provided by the NBI Secretariat Hydromet Help Desk, to members states.
