Report of Module 4 (Planning and Evaluation Criteria) of Phase I of the Eastern Nile Power Trade Program Study, implemented by ENTRO from 2006 – 2008, aiming to (1) establish a multi-criteria methodology to rank 24 potential hydropower candidates (identified in M3 - Energy Sector Profiles and Projections) within each country (Egypt, Ethiopia and Sudan), an essential input to Module 6 (Coordinated regional Investment Planning); (2) review criteria currently used in Egypt, Ethiopia and Sudan, to determine generation and transmission investment, and to (3) propose common criteria to determine the coordinated regional investment plan (Module 6).
