The Eastern Nile Technical Regional Office ENTRO has received financing from the World Bank toward the cost of the Nile Cooperation for Climate Resilience Projects (NCCR) and intends to apply part of the proceeds for individual consulting services.
The consulting services (“the Services”) are to provide translation service for four documents delivered under the NCCR project (Basin-wide Reference Dam Safety Regulatory Framework and Implementation Strategy and Three Guidelines). The consultant is expected to provide documents translated from English to French by ensuring that translators possess the necessary skills, education, accreditation, and expertise required for each assignment. The consultant should provide translation services for the specified guidelines and regulatory framework from English to French, delivering translations that are technically accurate, linguistically fluent, and grammatically correct, requiring no further editing upon completion. The consultant should maintain the original document's structure, including font, size, style, and layout, ensuring compatibility between the source and target languages. Terminology research should be conducted to ensure the accuracy and appropriateness of specialized terms. The translation must meet the expectations of the World Bank, Nile Basin countries, and ENTRO. And additionally, the consultant should verify the accuracy of names, documents, references, and locations, ensuring they are appropriately rendered in the target language, and complete translations within standard turnaround times unless otherwise specified. The consultant will finally deliver i). a translated Nile Basin Reference Dam Safety Regulatory Framework (70 pages) ;(ii) Nile Basin Reference Dam Safety Guideline for Basin-Wide Implementation (261 pages); (iii) Nile Basin Small Dam Operation and Maintenance Manual (86 pages) and (iv) Nile Basin Reference Guideline on Emergency Action Planning for Dam Incidents and Failures (120) pages from English to French. The Consultant will be engaged and deliver the report over a period of two months with an expected start date, third week of April 2025, ensuring full consistency with the TOR attached or referred to in this REOI .
The Eastern Nile Technical Regional Office (ENTRO) now invites eligible Individual Consults (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are information indicating their professional capability and experience to perform the services; (qualification, description of similar assignments, relevant work experience in similar conditions, availability of appropriate skills and Language proficiency preferably Francophone speaker/s). The attention of interested Consultant is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations of Procurement for Investment Project Financing (IPF) Borrowers” July 2016 [revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method, Procurement Regulations for Investment Project Financing (IPF) Borrowers, November 2020.
