Kabuyanda Multipurpose Water Resources Development Project

Water Agricultural irrigation and drainage

Overview

Summary

The Kabuyanda Water Resources Development Project, renamed Kabuyanda Irrigation Scheme, is located in Isingiro and Ntungamo Districts in south-western Uganda. The project area is characterized by fluctuating rainfall and with up to four months of little to no rainfall. The proposed project consists of a dam (Kabuyanda dam) and an irrigation scheme. The dam is a 33 m high earth-fill dam on the Mishumba River with a 8.8 MCM reservoir and 90 km2 drainage area. The dam will be located approximately 5 km north-west of Kabuyanda Town, and will submerge an area of 100 ha within the Rwoho Central Forest Reserve (CFR). The irrigation area served by the dam is expected to cover 3,300 ha

The irrigation area served by the dam is expected to cover 3,300 ha.

Project feasibility and detailed design, Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) were undertaken under NELSAP in 2017. The project has since been taken over by the Government of Uganda and integrated for implementation under the World Bank-funded Irrigation for Climate Resilience Project (ICRP). In 2019, the design of the original project was revised to simplify management and reduce the project costs, and the ESIA and RAP (including all required documentation like the Integrated Pest Management Plan (IPMP) and Dam Safety Management Plan (DSMP)) were accordingly revised and updated. Dam utilization options were also re-assessed and the option of irrigation development alone, which excludes hydropower, domestic uses and livestock uses, was recommended and selected for implementation

Objectives

The objective of the Irrigation for Climate Resilience Project for Uganda is to provide farmers in the project areas with access to irrigation and other agricultural services, and to establish management arrangements for irrigation service delivery.

The Project has three components. 1. Irrigation Services component will provide farmers with irrigation water across various irrigation models, classified around the size of irrigation development as per the National Irrigation Policy.

Component 1 comprises three sub-components. 1.1. Large and Medium-scale Irrigation subcomponent will finance the construction of new irrigation schemes; it will support the development and strengthening of management model of new and existing irrigation schemes; and develop studies for future irrigation schemes. 1.2. Small and Micro-scale Irrigation subcomponent will pilot public support for the construction of farmer-led small and micro scale irrigation schemes. 1.3 Integrated Catchment Management subcomponent develop and implement integrated catchment management interventions upstream from the two new irrigation schemes, to improve the sustainability of the schemes.

2. Support Services for Agricultural Production and Value-Chain Development component will support farmers carrying out on-farm irrigation, accessing production and value addition knowledge and skills, and developing sustainable market access. 2.1. On-farm Production and Productivity subcomponent will provide support to farmers and farmers"' groups for production and productivity improvement at the farm level in the new irrigation schemes, in existing irrigation schemes, in small and micro irrigation schemes as well as in the area of the proposed future irrigation scheme. 2.2 Value Addition and Market Linkages subcomponent will provide support to farmers"' groups for value-chain development and strengthening
