Overarching Strategic Plan

This overarching Strategic Plan is firmly guided by the 1999 Strategic Action Program Guidelines and subsequent directions of the Nile Council of Ministers. The overarching plan is primarily a direction-setting plan. It takes into account the current NBI situation and operating environment, formulates short-term priorities and strategic objectives to address this situation in light of the 1999 NBI Objectives, and concludes by setting short-term strategic directions for each of the three NBI Centers. As a center-piece of the 2012-2016 strategy, the overarching plan defines core basin-wide NBI programs and functions and the division of these across the NBI Centers, but it does not prescribe implementation details; these are the responsibility of the individual Centers.
